Overview
The Pakistan Technical Assistance Programme (PTAP) is a prestigious, long-standing bilateral initiative by the Government of Pakistan that offers fully subsidized engineering seats to qualified international students. For Nepalese students, the Ministry of Education, Science and Technology (MoEST) serves as the official administrative channel to process and nominate candidates based strictly on engineering entrance merit.
Every year, Nepal is typically allocated 6 dedicated seats for B.Sc. Engineering. These slots are tightly integrated with domestic reservation quotas to ensure fair representation across multiple demographics. Because the academic tuition fees are heavily subsidized by the Pakistani government, this remains one of the most competitive avenues for Nepali students to pursue high-quality engineering education abroad.
Key Benefits & Structure
- Highly Subsidized Tuition: Selected candidates pay the exact same localized, minimal fees as domestic Pakistani students, exempt from international premiums.
- Bilateral Recognition: Degrees earned from premium Pakistani engineering institutions under PTAP are recognized globally and valid for the Nepal Engineering Council (NEC) licensing exams.
- Quota Distribution: Out of the total allocations, dedicated spots are systematically reserved for female applicants, indigenous groups (Adhibasi Janajati), and marginalized communities (e.g., Madhesi groups) as per the Student Scholarship Regulations.
β οΈ Important Funding Caveat: While academic fees are mostly covered or heavily discounted, PTAP is technically a subsidized/partially funded format regarding living costs. Students are expected to cover their own round-trip airfare, standard boarding, hostel accommodation, medical expenses, and daily personal sustenance throughout the duration of the course.
Currently Active Alternatives
If the current year's application window for PTAP has closed, you can explore these active pathways to keep your engineering plans on track:
- MoEST Local Scholarships: Check the Ministryβs portal for open domestic scholarship quotas across Tribhuvan University (IOE), Kathmandu University (KU), and Pokhara University.
- COMPLEX Scholarship Scheme: Run annually by the Embassy of India in Kathmandu, providing fully funded engineering seats (B.E.) for Nepalese students.
- Internal IOE Full-Fee & Regular Options: Ensure you track the IOE Centralized Admission notices to secure local regular slots if international nominations are finalized.
Eligibility
Who is Eligible
- Citizenship: Applicants must be bona fide citizens of Nepal holding a valid passport or national identification documents.
- Academic Qualification: Candidates must have completed Higher Secondary School Certificate (+2 / Intermediate / A-Levels) with a minimum of 60% aggregate marks.
- Core Coursework: Must have cleanly passed English, Physics, Chemistry, and Mathematics as core subjects in their qualifying high school tier.
- Merit Screening: Candidates must have appeared in the Centralized Entrance Examination conducted by the Institute of Engineering (IOE), Tribhuvan University for the relevant academic cycle and must be actively placed within the official published IOE Merit List.
Who is Not Eligible
- Non-Science Stream Students: Applicants coming from non-science backgrounds or those lacking Mathematics or Physics in their +2 balance sheets are completely excluded.
- Score Deficiencies: Anyone with an aggregate score lower than 60% in Higher Secondary Education, regardless of entrance performance.
- Missing Entrance Rank: Students who did not clear, sit for, or qualify within the domestic IOE merit ranking cannot bypass the system to claim a PTAP nomination.
How to Apply
Applications for the PTAP allocation cannot be submitted directly to the institutions in Pakistan. The entire cycle must flow systematically through government-to-government pathways:
- Monitor the MoEST Call: Keep a close eye on the Ministry of Education, Science and Technology (Scholarship Branch, Sanothimi, Bhaktapur) official portal immediately following the release of IOE entrance results.
- Download Official Paperwork: Access and download the official application forms from the Ministry of Economic Affairs, Pakistan portal (www.ead.gov.pk) or pick up copies directly from the MoEST Scholarship Branch counter.
- Assemble the Document Quadruplicate: Prepare four identical sets (quadruplicate) of verified, attested documents including:
- High school Academic Transcripts and Character Certificates (+2 and SEE).
- A copy of a valid Nepalese Passport.
- Recent passport-sized photographs (4 copies minimum).
- The official IOE Merit Rank score card printout.
- Pay the Application Fee: Deposit the mandatory processing fee (typically around NPR 1,000) at the designated bank counter (e.g., Rastriya Banijya Bank, Thamel or Kesharmahal branch) and secure your official bank voucher.
- Physical Submission: Hand over the completed quadruplicate forms, along with your original bank voucher, directly to the MoEST Scholarship Branch in Sanothimi, Bhaktapur within the specified deadline.
- Equivalence and Final Placement: Once MoEST selects the nominees based on rank, the applications are sent to the Embassy. Final educational placement and institutional equivalence mapping are handled strictly by the Inter Board Committee of Chairmen (IBCC) in Islamabad.
