In plain terms: the NOC is the official letter from Nepal’s Ministry of Education confirming that the government has no objection to you studying abroad. Without it, you cannot legally transfer tuition fees from Nepal to your foreign university, and immigration officers can stop you at the airport.

Who Needs a NOC?

Every Nepali student planning to study abroad for a formal programme needs a NOC – no exceptions. This includes:

  • Diploma and certificate programmes
  • Bachelor’s degree (undergraduate)
  • Master’s degree (postgraduate)
  • PhD / doctoral programmes
  • Language courses (Japanese, Korean, German etc.)
  • Foundation / pathway programmes

It applies to all destinations – UK, Australia, Canada, USA, Japan, Korea, Germany, and everywhere else.

When to Apply for NOC

Apply for your NOC after receiving your offer letter from the foreign university and before applying for your student visa. You need the offer letter to complete the NOC application – you cannot apply without it. Processing takes 3–7 working days, so factor this into your timeline.

⚠️ Apply at least one month before your visa application deadline. During peak season (Bhadra–Ashwin) processing can slow down due to volume. Do not leave this to the last week before your embassy appointment.

NOC Fee in Nepal

  • NPR 2,000 per NOC application
  • Payment accepted online via eSewa, Khalti, or ConnectIPS
  • Fee is non-refundable even if your application is rejected

Documents Required for NOC Application

  • Valid passport – scanned copy of personal details page

How to Apply for NOC Online – Step by Step

  1. Go to noc.moest.gov.np and click “Sign Up”. Register with your email address or phone number.
  2. Log in and click “NOC Application”. Fill in your personal information exactly as it appears on your passport and citizenship certificate – name spelling, date of birth. Any mismatch between your passport and academic documents is the most common rejection reason.
  3. Fill in your academic and study abroad details. Enter your university name, country, course, and intake date exactly as they appear in your offer letter. Do not abbreviate or paraphrase.
  4. Upload all required documents as PDF or JPEG. File names should be clear (e.g. “passport_ramkumar_sharma.pdf”). Maximum file size limits apply – check the portal guidelines.
  5. Pay the NPR 2,000 fee via eSewa, Khalti, or ConnectIPS through the payment gateway linked in the portal.
  6. Submit your application and note your unique Application ID. You will receive a confirmation via email or SMS.
  7. Track your application using your Application ID on the portal. Processing typically takes 3–5 working days. You will be notified when it is approved.
  8. Download your NOC certificate directly from the portal once approved. Print it – you will need physical copies for your visa application and bank foreign exchange transactions.

Offline Application (in person at MoEST Sanothimi)

If you prefer or need to apply in person:

  1. Download the application form from noc.moest.gov.np or collect it at the MoEST office
  2. Proceed to Window 3 – document verification
  3. Pay NPR 2,000 at Window 2
  4. Submit documents at Window 4 and receive a token number
  5. Collect your NOC from Window 6 – same-day collection possible if all documents are correct

NOC Validity

Your NOC is valid until the course commencement date stated in your offer letter. It is not a flat 6-month validity period – it is tied to your specific intake date. If you defer your intake or change your university, you need a new NOC.

⚠️ If your NOC expires before you travel – due to a visa delay, deferred intake, or any other reason – you must apply for a new one. The old NOC cannot be extended.

Common NOC Rejection Reasons

  • Name mismatch – your name on the passport differs from your academic certificates. This is the most frequent issue. If your name is spelled differently across documents, get a name correction affidavit before applying.
  • Conditional offer letter – MoEST requires an unconditional (final) offer letter. A conditional offer pending IELTS results or document submission is not sufficient.
  • Wrong course level or country details entered – enter these exactly as they appear in your offer letter.
  • Blurry or incomplete document scans – ensure all pages are fully visible, text is readable, and nothing is cut off.
  • Missing migration certificate – this is required and often overlooked. Get it from your last institution before starting the NOC application.

If rejected, the portal shows the rejection reason. Correct the issue and re-apply – there is no waiting period between applications.

Can My Guardian Collect the NOC?

For the online process, the NOC is downloaded digitally by the applicant from the portal – no physical collection required. For offline applications, a guardian or authorised representative can collect it with a letter of authorisation and their ID.

NOC for Studying in India – Do You Need CEE First?

For general degree programmes in India (BBA, BCA, BSc, BA etc.), you apply for NOC directly – no CEE required. However, for medical programmes (MBBS, BDS, B.Sc. Nursing, BSc Radiology) in India, you must first appear in Nepal’s CEE exam and secure a valid score before MoEST will issue an NOC for medical studies abroad. This is MoEST’s mechanism for ensuring medical students have met minimum standards before going overseas for clinical training.

After Your NOC – What’s Next?

  • NRB NOC – if you need to transfer tuition fees from Nepal via bank, you also need a separate NOC from Nepal Rastra Bank (NRB). The MoEST NOC is not the same as the NRB NOC. Apply at NRB Baluwatar after receiving your MoEST NOC.
  • Student visa application – your MoEST NOC is a required document for student visa applications at most embassies.
  • Bank foreign exchange – present your MoEST NOC and NRB NOC to your bank to initiate international tuition fee transfers.
