Going abroad to study from Nepal involves two separate document processes that students often confuse: documents required to apply to a foreign university, and documents required to get your student visa. Some documents sit in both categories. This guide separates them clearly, and directly answers the question most students are searching for — whether a migration certificate is required.

Is a Migration Certificate Required for Abroad Studies?

This is the most Googled question on this topic — and the answer has two parts.

For your university application: Most foreign universities do not ask for a migration certificate in the initial application stage. You will typically submit academic transcripts, provisional certificates, and your SOP. The migration certificate becomes relevant later.

For NOC processing and university admission confirmation: Yes — a migration certificate is mandatory. The Ministry of Education requires it as part of the NOC application process, and many universities (especially those in Australia, Canada, and the UK) ask for it at the final admission stage to confirm you have properly completed your previous level of education in Nepal.

For your student visa: Foreign embassies rarely ask for the migration certificate directly — but since it is required for your NOC, and your NOC is required for your visa, you effectively cannot proceed without it.

Bottom line: Get your migration certificate early. Even if you don’t need it for the initial university application, you will need it before you leave Nepal. It is issued by your last institution in Nepal — your college or university — and takes a few days to weeks depending on the institution.

The Two NOCs Nepali Students Need

Students often confuse two different NOC documents — both called “NOC” but issued by different government bodies for different purposes:

  • MoEST NOC (Ministry of Education, Science and Technology) — gives the Nepal government’s official permission for you to study abroad. ⚠️ Apply for the MoEST NOC first — you need it before applying for the NRB NOC, and both are needed before your visa application in most cases.

Academic Documents (required for all destinations)

  • SEE / SLC mark sheet and provisional certificate — original and photocopies. If you have a backlog history, have your transcript ready — subject attempt years reveal backlogs and foreign universities will ask about them.
